Update Tailscale to 1.66 #9

The current version (1.58.2-1 in https://github.com/gl-inet/gl-feeds/tree/common/tailscale) has a known vulnerability and Tailscale shows a warning prompting to update:

OpenWrt has already updated in master, though not yet the 23.05 branch: https://github.com/openwrt/packages/tree/master/net/tailscale has already been updated.
