I made some changes to the readme to make it easier to follow for new users.

Moved the udev rule section to the beginning since it is required for everything.
Changed the python commands to explicitly use Python 3 since in many Linux distros python and pip point to python2 and pip2 respectively.
Mentioned the dependency on the hidapi library and Python 3.6+.
