Add a reason for an admin to edit a comment post. #352

When an admin needs to edit a post it would be helpful to add a reason why they are making any changes. For example: Security reasons to hide personal data posted etc...

Working on an Admin Actions interface that will log all admin type actions such as comment edit, forum post edit / delete, etc.

Initial setup for Admin Actions logging is complete - still WIP - will add comment support next.
