Smilies only show for admin users #537

It looks like the smileys are only displaying for Admin in comments.

The code is completely removed too so nothing is displayed for smileys, unless viewing as an Admin.

Looks like the HTML filter was being called after the processing of smilies, which caused the smiley HTML to be removed.
