Auto-highlight sometimes won't find a highlight the first time

@jhobz witnessed a run get uploaded, not have a highlight suggestion, then later I called HighlightSuggestion.from_run manually and the highlight was found.

Random notes:

Splits may have been uploaded < 5 min after the stream ended
Splits were definitely NOT uploaded < 5 min after the run ended
No obvious Rollbar errors, but there was an error about a Rollbar rate limit because I tuned the access token rate incorrectly, so maybe that was it
Maybe there was an error (rate limit?) in the Twitch API that we swallowed accidentally

These were definitely uploaded from LiveSplit, also, in case that matters. The previous ones may have been as well, but I'm not sure.

This time I checked at a few intervals after the stream ended too, just in case, and it still hasn't shown up (at time of writing).
