feat: remove incorrect muffle filters from certain NPCs #232

This should remove muffle filters from the two mansion guards on the cliff discussing Franco (the reveal for Natural Selection) and any Coca Field guards not actively wearing their masks

It hasn't been tested yet, but it should work.
