[RPKG] Fix packagedef/thumbs XTEA encrypt/decrypt #28

This fixes the encrypting/decrypting function of encrypt_packagedefinition_thumbs and decrypt_packagedefinition_thumbs respectively. Also removes the need of meta files for encrypting.
