original ICOADS data specifies both calm and variable winds with non-existing wind directions:

As these values are not permitted for wind directions, these values will be changed during the mapping to the CDM:

There is no more differentiation between variable winds and non-existing wind directions (e.g. no data was transmitted; defective anemometer).
