new quality flags for C-RAID data

@aanders: Map C-RAID quality flags to CDM flags:

• to location_quality 0 (no_qc_performed) -> 3 1 (good_data) -> 0 2 (probably_good_data) -> 0 3 (bad_data_that_are_potentially_correctable) -> 1 4 (bad_data) -> 2 5 (value_changed) -> 2 8 (interpolated_data) -> 0 9 (missing_value) -> 3
• to time_quality 0 -> 5 1 -> 1 2 -> 1 3 -> 5 4 -> 5 5 -> 5 8 -> 1 9 -> 5
• to quality_flag 0 -> 2 1 -> 0 2 -> 0 3 -> 1 4 -> 1 5 -> 5 8 -> 5 9 -> 2
