Add new "date" column to CDMLite.

[x] Add to r2.0 - via script: glamod-ingest/scripts/manage/add-date-column.sh
[ ] Add to r3.0 - via playbook
[ ] Change query interface to avoid truncating dates in SQL
[ ] Tell CDS Team change has been made
