When should admins be informed of activity?

1. When user registers?
   • required for authorisation
2. When a data collection is submitted?
   • required to review data and contact the provider

Add a "Contact" page:

• to allow the user to contact the Admin for help.
• auto-populated as "from:" so we know who they are.
