Clarify initial interaction with data provider (SN) #8

At the registration of new users is there any interaction between administrator and user? Because the administrator only receives minimal information about a potential user. Just an email address and then must decide to allow user to proceed.

RESPONSE: There are two scenarios:

  1. Prior conversation has happened: so the Admin knows about the user.
  2. No prior conversation:
    • The Admin should email the user to ask what there intended use of the Arrivals Server is.
