Needs a link to the main data inventory (SN) #9

We need a link in the top-bar to the "main inventory". Initially this can point to a CSV/Excel file that can be downloaded. Later, we can link to the Inventory App so they can search and browse the contents.

Additionally, we should prompt them at the top of the Collection Metadata Form with something like:

"Before uploading data, please check that this data set is not already being managed in our inventory" (with link to inventory)
