There are a couple code bases for python:
There's a django project which might be useful if we decide to take a CMS-y approach.
And this one may be restricted to a (semi?) commercial offering.
But my impuse for now is to just hit the raw API with a microframework. Building an API around a REST API strikes me as a bit redundant.
And, for completeness, the github org for activitystreams.
Activity streams, for example, are how we get twitter data from GNIP
