Allow function constants #37

Counterpart to https://github.com/gleam-lang/gleam/pull/1664

This change really consists of three parts:

Allow function types for constants
Allow a reference to another constant or local function (an identifier in either case) to be the value for a constant
Allow a reference to a remote function (a field_access) to be the value for a constant

Caveats duly documented
