User blacklists should be pulled from a remote source #10

Users aren't going to update the bot once they get it working. It's just a fact of life. This means people who request opt-outs won't be on the list. They'll continue to be followed.

I recommend just pulling the blocklist from some remote source. Perhaps replies to a thread or such with #nobot. The #nobot attribute in a bio wastes space.

As said on #9, I do believe it should be part of the user profile to know if we can allow 'shouting' its voice over the federation.

Just need to check if the 'public' or 'private' profile can be used for that, or if a new setting needs to be created.
