Description

Refactored Documentation/build.py to be a bit easier to read/maintain + build cleanly with no Pylint warnings.
Remove USERGUIDE.md since it's no longer needed
Remove unused, static .html files from Documentation

Testing

# build the docs
python Documentation/build.py
# test everything out to make sure it looks ok
mkdocs serve
