I think the build failure is expected until https://github.com/glencoesoftware/bioformats2raw/pull/203 is released and the bioformats2raw version is updated here.

Agreed, although the fact that the GitHub workflow builds did not fail is a slight concern as it's performing the same build. Could you try removing https://github.com/glencoesoftware/raw2ometiff/blob/6cd57d79dd3a3e75814c9c766f74d411416cf76f/.github/workflows/build.yml#L26 to see if it's a side-effect of the caching?
