Feature requested by Jeff since we would like to always test the latest releases for the development series of condor

Whenever we download a tarball release from the condor website we look into the "release" directory (part of the URL). Sometimes release are available earlier in the "update" directory and it should be downloaded and tested. The request is to use this fallback only for the development version of condor (not 23.0 for example)
