Improvements for OSG_autoconf. #421

1) Be able to use pilot sections alongside BEST_FIT
2) Fix allowed vos not correctly map
3) queue in the python section isn't mapped to the +queue submit_attr
4) Fill GLIDEIN_ResourceName with the correct information

I had to do a rebase, solve the conflicts, apply pre-commit, and force-push to avoid conflicts in the PR.
