I've made a few changes. Most noticeably:

added a systemd startup script to prevent the default 5 minute timeout on boot (this often isn't long enough for an NTP sync)
install libjpeg8, Jessie comes with libjpeg62 but gsm_scan is dependent on this older version
install rtl-sdr from the repo instead of manually.
changed the default ppm to start scanning to 0, there's a lot of complaints about this sometimes being too high.
