feat: Default labels

Description

Adds a Set Default Labels button, visible to team owners and team members, that opens a dialog allowing you to pick default labels and optionally restrict collaborators to only use them. LabelsPopover now has an autocomplete populated with default labels when they are set, and allows freehand label entry only when the "restrict to default labels" checkbox is not checked. Also allows restricting to one label per image.
