Make the Publish button text customizable

Change the "Publish!" button back to "Toot!", in form of a theme which is bundled with glitch-soc or a .env value, so the user/admin can choose.

Motivation

I think, the "Toot!" is just an iconic feature, which should live on - at least in glitch-soc.
