Starting and closing worlds from dashboard #2

Currently, it is not possible to start (using either startWorldURL or startWorldTemplate) or close worlds from the dashboard, however this functionality is available in the API. This will be implemented in a future release and this issue was created to track its progress.

First don't forget to release a new release of NeosVR-Headless-API because its not in the version 0.1.1 ;3
