Adds an interactive menu for selecting story type on story creation

To recap what @glittershark and I discussed:

expose config variable for user to set a default (possible values: nil, feature, bug, chore)
config defaults to nil, which means prompt each time during creation
provide interactive function to user which allows them to change the default at any time

Sorry for leaving this hanging for so long. My Clubhouse filter did not display these two leftover cards, so they fell off my radar again. I will ask for 1 pt this sprint to get these 2 PRs merged in!
