Switch to AWS App Runner #418

This seems to be the best option. Once the newest version is ready for release, we'll shut down the old Amplify app and move the domain name over to the new version

Once we are ready, we can move the app runner version to point to the current database, and then update the domain name so that both of the current domains point to the new server
