A translator needs to know how to start a new translation project and get it ready for their work

[x] We first need to understand the codex project management system
[x] Then we can set up some kind of command to create a new blank project that's ready for translation.
[ ] We also need a way to download reference translations from a central repository

Going to reopen this issue. There are still a few questions above that need to be worked out
