add name alignment review badge prototype to README.md

Currently, you have to scroll down a Github actions log and click on a link to access name alignment review results.

in discussion with @jtmiller28 and @seltmann we came to an idea to create a clickable badge to be embedded in README.md . This badge would give a status of the latest name alignment (red/green?), and allow for reviewing details by clicking on it.

I've used the github action artifacts feature in an attempt to make it easier to download the alignment report.
