support offline ITIS taxon matching #18

To help support offline batch processing, support offline ITIS taxon matching.

First pass for offline ITIS taxon lookup supported in nomer v0.1.10

usage:

$ echo "ITIS:57" | nomer append itis-taxon-id
using matcher [itis-taxon-id]
ITIS taxonomy already indexed at [xxx], no need to import.
