Country dataset export has not been working for a while, due to a mismatch in actual Batch job definition names and the names that the prune script expects. Prune uploads was updated to use ISO 3166 two letter country codes, and expects job definitions in the form of env-exporter-CC where CC is the country code.
[x] Setup new Batch job definitions in terraform
[x] Ensure age bucket transition is working, export scripts should work with both old style ageRange.start and ageRange.end as well as ageBuckets
[x] Create location.country and list index
[x] Fail prune uploads if it fails to submit export job, and log to Slack
[x] Run all country export job definitions to refresh country dataset exports
