Scope curation transition_auto-ingest data

Scope transition tasks from manual curation to auto-ingestion of MPX endemic and non-endemic data from the following sources: ECDC, WHO, CDC, PAHO. G.h (GitHub) shall be a platform for providing and compiling these openly-accessible MPX databases from global leaders in public health.

Current list of requirements, which can be divided into separate tickets once task is reviewed and (re-)assigned:

• Continued transparency in sourcing. Create two data-access options. Users may download 1) G.h file [compiled WHO + PAHO + CDC + ECDC data] or 2) download a single .csv data set from an organization.

• Methods to assign time_stamps should be reviewed to display date last updated by source for a specific country on the map, and not the date the data was retrieved from GitHub.

• Prepare to transition by 2022-09-23.
