• [x] Automated MPX report [dependent on decision made in issue #188]
• [x] Put notice in ReadMe
• [x] Put notice in spreadsheet
• [x] Quality Checks (is one needed for WHO data, i.e. if ingestion fails)
• [x] AWS stuff (terraform)
