Format of the dates in G.h Avian Influenza #23

Generally format of YYYY-MM-DD is used, however for certain confirmation dates (cells: P11 and P12) value is set to February 2024. Can we instead of this use YYYY-MM if we are not certain of a confirmation day? It will be much easier to find a "last updated" date for a given outbreak.

Suggested changes: P11: February 2024 -> 2024-02 P12: February 2024 -> 2024-02

@stanislaw-zakrzewski thank you for catching this! All confirmation dates must be in YYYY-MM-DD format. If we can't find the specific confirmation date, we report the date of the article/report. I just checked the cases you mentioned and updated the confirmation dates to YYYY-MM-DD, following the information in the sources. Let me know if there are any other date issues!
