Integration with external Case Management Systems #1223

This ticket is for discussing and developing an API to integrate GlobaLeaks with external Case Management Systems (CMS).

Original idea of the API developed in 2015 within a collaboration with Transparency International Philippines.

The general idea is to present to the Receiver a button "Open a Case" that will make the Submission Fields, Messages and Files to be uploaded to the CMS.
