Notification on password expiration #3392

Proposal

A nice feature would be notification to users on password expiration - An idea?

Motivation and context

We have had multiple requests from recipients, that would like to get a notification on expiration of passwords. This feature will actually make the recipients log in to the platform - even ift here hasn't been any reportings, hence, their familization with the platform will increase :-)

This would probably be interesting associated with a policy of account lockout when the password is expired: as described in ticket https://github.com/globaleaks/GlobaLeaks/issues/48
