Identification information template overrun is not reversible

Current behavior I'have successfully overrun the identification information template. However when deleting the new template number, the overrun stays on.

Expected behavior I would expect when I delete the template overrun number and save to see the identification information template

Steps to reproduce the problem or feature illustration I create a template, use its number to overrun the identification information template. When I delete the number it does not return to its previous state. I have to delete the overrun template and remake it.

What is the motivation or use case for changing the behavior? This is not a big issue, Just have to delete the template and reinsert it.

GlobaLeaks version: v4.0.15

Browser: latest chrome on updated windows Server Operating System and Version (if applicable): ubuntu 18.04

So I do not like the identification questionaire tempalte. Since I can not change it I use a new questionaire template. I use its number to overun the identification template. It works. Instead of the default tempalte i get the new one. So far so good. If i decide to go back and delete the new template number form the identification template i have used I still get the new template. So this is no reversible. I have to deltere the identification template and unsert a new one. This is realy minor, causes no real issues, just reporting it FYI, just in case it cerates some other issue

Thank you @elbill; i still dont get the full understanding as actually templates when deleted are ont maintained on the database. They continue to exists only for submissions that have been already performed but not tfor the new one.
