Create PUSH notifications for receiver comments #942

create a new, skinny websocket API for the receiver, so that for every new private message from the whistleblower, the recipient is notified via a popup window on the page.

@mmaker this ticket is correct but is too much specific for the first implementation and for the aims that will be probably targeted into the October milestone. Let's keep this ticket into the October milestone for now but i'm going to open a general ticket in order to develop a generical mechanism to be used by the application in general for push notification as for example also new tips will require something like this.

this ticket has been opened while planning the first milestones and has a very low priority. let remove the mileston label for now in order to postpone the study in a later stage.
