Update Malaria FileHandler to Accommodate format of results #29

These were the changes needed to get the Checks working for Malaria

Accept a single .xlsx file instead of a set of .csv
Cope with smoothed versions of some variables being available for some scenarios and not others (the GP)
Updates to avoid inadvertently dropping scenarios
Read in funding_fraction from column

Also: Added in all checks classes and made minor updates where required so that checks work with a funding_fraction of nan for GP (as well as 1.0).
