Sigmoid Adjustments Not Behaving As Expected #32

It seems that the 'sigmoid adjustment for new technology' does not persist past the replenishment period, and so we see rebounds after that period. See below for example. This is not the intended behaviour. The effect of the sigmoid adjustment should persist.

I want to check that:

[ ] the adjustment remain in force until 2030 (why does the green line seem to spring back?)
[ ] that when there is full-funding and the adjustment for innovation, the GP impact is indeed achieved.
