Description:

make a page not found view
fix current admin being able to edit their own privilege for a org (now they cant)

To test:

enter a url that doesnt exist -> you should see the page not found page
sign in as user 2. Go to orgs list.
click User2 new org org's manage users button
user 2 radios should be disabled
sign out and in as user 3, do the same. User 3 radios should be disabled NOT user 2
