Enhancement , add USB timeout #306

What steps will reproduce the problem?
1. Start WiiStart 
2. Goto Homebrew channel
2. Start Wii64 or WiiSX
3. Select load rom from USB

What is the expected output? What do you see instead?
Wii64 and WiiSX should detect the HDD , but it displays could not find 
directory (This is due to the Harddisk starting up). It does not happen if the 
Harrddisk was used before (like with s USB loader). This only happens with 
Harddisks that do not have a switch to be turned on or off . Only the ones that 
get their wakeupsignal via USB

What version of the product are you using? On which system and loader?
Wii64 1.1 
WIISX 2.1

Please provide any additional information below.

Add a timeout during loading of the USB device (like USB loader GX or Usbloader 
CFG does) to allow the Harddisk to start up .

I am also having troubles with this issue.  I can tell its because of my hard 
drive going to sleep before I load a rom.  When I load the rom, it is saying 
error loading directory on usb:/wii64/roms/.  Of course, there is a directory 
and it has test roms inside it.  It is definetly the hard drive going to sleep. 
 Is there a way to fix this issue?
