Release 1.1 dc #39

This PR changes the dc namespace URI from http://purl.org/dc/elements/1.1/ to https://globalwordnet.github.io/schemas/dc/ in the 1.1 versions of the DTD, RDF, and JSON schemas, following #24. Note the following:

  1. It does not change the examples in example.xml, index.html, index.md, etc., as these are still using the 1.0 schema
  2. A second commit adds dc/README.md so there is a landing page if someone follows the new URL. Feel free to drop this commit if such a page is not needed.

Looks good, but can you undo the change to the .ttl, .rdf and .json file, as the RDF can (and should) still use the standard prefix?
