Document the changed default AMQP port value #1580

Description

These changes were made in the AWS console via updates to secrets manager values. See compute-<env>-mq-admin secrets for details.

Note that prod hasn't been updated, per the comment on the story. I'll wait to update that until release day.

🎲 Decided to not make 443 the default in code because it's a little awkward to explain in doc strings. Also updated the commit message and removed amqp_port: 443 from the default config.
