CoC needed #196

I created a draft CoC - https://github.com/funcx-faas/funcX/blob/CoC/CODE_OF_CONDUCT.md

but before we can merge this, we need to set the email address for someone to contact with any issues. @kylechard - can you create a new email address/group for this?

Then we also need to include links to this in READMEs and docs

Do we want to use this google group email: funcx@googlegroups.com?

We probably want an email that just goes to a few people who have agreed to be responsible for CoC issues
