Update to use python3 #20

As part of migration to python3, use the globus-sdk-python instead of the old Transfer API client which does not support python3.

Code for the update is in the https://github.com/globus/globus-connect-server/tree/bester/issue/20 branch. I still need to update the build system to handle the new globus-sdk-python dependency for packaging. That will happen after globusworld.
