Update coverage config: pyproject.toml + fail_under #1091

Update coverage dep to require toml loading
Move coverage config into pyproject.toml
Set coverage fail_under=93

I see the issue but I'll need to circle back to resolve, as I don't have time right now. I hadn't noticed, but coverage environments aren't using the test dependencies exactly.

Continually reaping the rewards for my work does taste mighty fine. Check out the fix commit, https://github.com/globus/globus-sdk-python/pull/1091/commits/9db8901a13123b4d89a2d563a0ec53b3974b1c7c , which uses tox support for dependency-groups.
