…. Interrupted by adding ParcelBuyPass flow and fixing crash in master by adding new MoneyModule interface function.

Lots moved around. That's going to be hard to make it easy to spot real changes. Sorry this is a single commit. For major functional changes, check out the new MoveMoney function, the ParcelBuyPass event, and search for the TransactionType USER_BUYS_LANDPASS.
