First attempt at contribution guide and code of conduct #71

Love that you put together a code of conduct and that it's in a separate file.

I'd recommend getting whatever basics we want into the Contributing.md quickly so that we can open this up and we can work on perfecting/improving it and the other supporting documentation as we go, since we've got a lot of people waiting for access.

The code of conduct I just took from https://www.contributor-covenant.org/ which seems to be gaining popularity as a baseline for these issues. Which I'm a big fan of. Agreed on getting something basic up quickly. I'll finish that up today

LGTM

Last change I'd make before you merge is that the CONTRIBUTING.md needs a space between the '#' and the heading text in order to treat it as a heading. Add in spaces so those display properly and you're good to go.
