Ask for login and password early when entering election booth #69

Today, login and password are asked after voting. If you have the password not present due to late sending or lost e-mail, you wasted time with filling in the ballot.

This is by design. The rationale is that the server should not be able to serve a different booth depending on the authenticated user.
