Indicate when sensor is offline #141

Request from Ed:

"Currently the portal gives no indication that a sensor is “offline”. Is there a way to auto update the station status , show some type of color indication that data from this station is more than X hours old? I would suggest that a threshold of 6 hours be used as the “offline” threshold”.

That's kind of the approach that I would like to take, keeping it simple. If there is a gap in data greater than 6 hours, then we'll replace the station message with "This station is offline". I won't be able to get to it until after October, I think.

Since our data harvesting is in passive mode, it's really hard to conclude a sensor is offline. Unless we could grab data directly from buoy logger, imho, there probably won't be an easy solution for this.
